Agenda and decisions

At the hearing the sub-committee carefully considered the papers and submissions before it including, the written and verbal representations from Mr Robert Dear, Ealing Council Licensing Compliance and Enforcement Team, who was the applicant in this review. There were no written representations from or on behalf of the premises in advance of the hearing nor did they attend nor represented at the sub-committee hearing. It was established that premises licence holder had been sent a notice of the scheduled hearing and the agenda papers in advance of the hearing and so would have been aware of.

The sub-committee considered the Home Office (Dec 2023) Revised Guidance issued under S182 of the Licensing Act 2003 and, in particular, the Steps to Promote the Licensing Objectives (Paragraphs 8.41 – 8.49). The sub-committee also considered the Ealing Council Statement of Licensing Policy. 

The decision of the licensing sub-committee was to revoke the premises licence for the reasons outlined below.
